[From the JURIST] A ballot measure  to prohibit governmental agencies from discriminating or granting preferences on the basis of race and sex  has been narrowly rejected  by voters in Colorado, according to results available Friday. The unofficial tally on Amendment 46 with 96% of polls reporting was: Yes – 1,033,865.
