Q: Are you saying blacks cannot be racist toward whites?
A: That’s correct. Of course, all people can be hateful or prejudiced. Those terms describe individual behaviors, not systematic power. Racism is the COLLECTIVE behaviors of a group. A white individual within a system of racism/white supremacy has the implicit or explicit support of that system IF they choose to practice racism.
If a poor man robs a rich man at gunpoint that doesn’t mean the poor man is more powerful (economically and politically) than the rich man. The poor man is an individual who committed a crime of opportunity. There are no powerful institutions or systems that support his right to rob the rich man, but there are institutions and systems that allow the rich man to rob the poor man - which is why he doesn’t need a gun to do it.
A black person who mistreats a white person doesn’t mean black people are more powerful (economically and politically) than white people. Never confuse the actions of a black individual (or a group of black individuals) that mistreats someone white as proof that black racism exists. Their “power” is limited ONLY to what they can do as individuals. There are NO black institutions or systems that support, defend, or finance the right of blacks to mistreat whites.
There are NO black individuals or black organizations that have the power to strip whites of their collective right to live where they want, work where they want, get an education wherever they want, or control what white people do collectively in ANY area of human activity. There are NO black institutions that are more powerful than white institutions. Therefore, blacks do not have the COLLECTIVE POWER to diminish the quality of life for the white collective.
Q: What is collective power?
A: Collective power is the institutions and systems that benefit one group at the expense of another group, and allow one group to dominate another group in all areas of human activity.
For example, when a white policeman shoots an unarmed black man (50 times), his fellow officers, the police chief, internal affairs, the union, the media, the prosecutor, thejudge, and thejury will support, defend, and finance that white police officer’s “right” to shoot (murder) an unarmed black person. That is white collective power.
We Can (Logically) Draw The Following Conclusions:
1) If blacks can be convicted on the basis of skin color (regardless of the evidence), it is logical to assume that whites can be acquitted or never charged on the basis of skin color (regardless of the evidence).
2) If evidence can be falsified by police and district attorneys to CONVICT black defendants, then it is logical to assume evidence can be falsified to ACQUIT white defendants.

The reason that the Black male (as recently symbolized by Willie Horton) is and always has been central to the issue of white supremacy is clarified by the definition of racism as white genetic survival. In the collective white pysche, Black males represent the greatest threat to white genetic survival because only males (of any color) can impose sexual intercourse, and Black males have the greatest genetic potential (of all non-white males) to cause white genetic annihilation. Thus, Black males must be attacked and destroyed in a power system designed to assure white genetic survival. In the white supremacy mind-set, consciously or subconsciously, Black males must be destroyed in significant numbers -just as they were in earlier days when there was widespread open lynching and castration o f Black males, or during the Tuskegee Syphilis Study from 1932 to 1972 when a large number of Black males were used and destroyed by whites.
Today we are witnessing a more subtle systemic approach to white genetic survival. The destruction of black males now is indirect, so that the Black male victims themselves can be led to participate in- and then be blamed for their own mass deaths. However, through close examination and an understanding of the ultimate objective of white supremacy as collective white genetic survival, the steps to massive Black male death can be charted.
The chain of events begins with the denial of full scale employment and advancement to Black males so that they cannot adequately support themselves, their wives and their children. In turn, large numbers of Black male children grow up without their fathers' guidance. This leads to frustration, depression and failure in school. Once this atmosphere is established, drugs are placed deliberately in the Black community. The drugs are then used to "street-treat" Black male frustration and depression. The high prices for which drugs are sold provide the Black male population with the illusion that finally they are beginning to make some money and to share in the "American dream." Guns are then placed at the disposal of the same Black male persons, supposedly to aid them in enforcing payment for drug sales. More important, the strategy is for Black males to kill and destroy one another and then carry the blame. (It must be realized that no Black males manufacture the chemicals for drug use, nor do any Black males manufacture guns.)

Public Enemy is at the center of a new media maelstrom after its publicist recently sent a small group of reviewers copies of a controversial pamphlet on white supremacy and racism along with advance tapes of the group's new album, "Fear of a Black Planet." Harry Allen, PE's "director of enemy relations" and self-styled "hip-hop activist and media assassin," enclosed the 15-page "Cress Theory of Color-Confrontation and Racism (White Supremacy)," written in 1970 by Washington psychiatrist Frances Cress Welsing. In the paper, which Allen says "should be seen as some of the inspiration" for the album, Welsing holds that "the quality of whiteness is ... a genetic inadequacy or a relative genetic deficiency state or disease based upon the genetic inability to produce the skin pigments of melanin which are responsible for all skin coloration."
According to Welsing's theory, whites hate themselves because of pigment envy. The resulting inferiority complex, along with "a profound sense of numerical inadequacy" fostered by white minority status in a world population dominated by people of color, creates a neurotic drive for superiority, evidenced by survival paranoia and aggression toward other races. According to Welsing's paper, pigment envy is evident in white people's fascination with tanning, described as "an attempt to add some color to their white, pale, colorless bodies," and in their sexual alliances with nonwhites "because it is only through this route that whites can achieve the illusion of producing color."
The pamphlet is not officially a part of the "Fear of a Black Planet" album, and lead rapper Chuck D has not mentioned it in interviews in recent months. Welsing and her theory are not mentioned in the press bio accompanying the album either, though both are mentioned extensively in an Allen-written bio rejected by Def Jam records. The album credits, however, do list Welsing as an "influential inspiration," along with Neely Fuller Jr., author of "Textbook for Victims of White Supremacy." Allen calls them the two most controversial race theorists in America today, responsible for "some of the strongest and most relevant writing done on racism, raciality, oppression and other race issues." Allen explained on Monday that "the connection between Dr. Welsing and Public Enemy is one of allusion. We make allusion to her through the album title and Chuck D says things on [the title cut] particularly that are in line with parts of her theory." That song deals with miscegenation and racial purity and paranoia.
According to Allen, Public Enemy hopes to sponsor forums along the lines of "Nightline's" town meetings. "In the future," he said, "we would like to use our visibility to give people who are saying crucial, important things about our condition a spotlight ... create a platform for discussing various new ideas. Dr. Welsing and Mr. Fuller are prime people for this kind of contexture." Welsing said on Monday that she had had no contact with the rap group before the release of the album and has only spoken with Allen. "It was quite surprising to me," she said, adding that "I'm not one to keep up with pop culture and I do not have adolescent children or young people who are involved in rap." She notes that her theory is quite well known in the black community and that she's not surprised that some rock critics are "annoyed that a black person would write about white behavior." Welsing, one of three dozen "Legends in Our Time" in the 20th anniversary issue of Essence, now on the newsstand, is a well-known psychiatrist who is often sought out by the media for her views on black mental health issues. Her "Color Confrontation" paper was published when she was an assistant professor in the pediatrics department at Howard University; according to Welsing, she was denied tenure there in 1975 because of her theories. She has been a frequent guest on talk shows, and in 1988 Phil Donahue devoted an hour to her theory. She has also engaged in debate with William Shockley, author of a controversial theory of black genetic inferiority. (Interestingly, PE producer Hank Boxley took Hank Shocklee as a nom de guerre in response to Shockley's discredited theories.)
As to assertions that her theory is racist, Welsing said that "like in medicine, the first thing you have to do about tuberculosis is understand what it is, and then you go forward from there to talk about a solution." She sees her theory as "a challenge to white behavioral scientists to help white people on the planet become comfortable with their numbers and their color, because if they become comfortable with their minority status and their genetic recessive status and stop getting upset about it so they're really in a posture of respecting themselves, then they can be in a posture to respect other people. It also mentions that when black people hear these negative things that are constantly being fed about blacks, they will understand that it is a projection on the part of people who are not feeling comfortable with themselves and stop taking it to heart."
The PE album, released to mostly glowing reviews, hardly needs a controversy-boost. It sold more than a million copies in its first week and is currently at No. 19 on the Billboard charts, despite limited airplay for the first single, "911 Is a Joke" (the video is in regular rotation on MTV and BET). The next single will be "Brothers Gonna Work It Out," and PE will start touring in July. Look for a Capital Centre date, possibly with N.W.A. alumnus Ice Cube as an opening act. Ice Cube's upcoming Priority album, "Amerikka's Most Wanted," featuring his new band, the Lynch Mob, was produced by PE leader Chuck D and the Bomb Squad. Titles include "Once Upon a Time in the Projects," "The Nigger You Love to Hate" and "Endangered Species." Ice Cube was N.W.A.'s chief lyricist, and the future of that group is now in question, particularly since Ice Cube is suing it for money he claims is owed to him.
The first people to inhabit the Earth were Africans, with blue-black skin, who lived on the equator. These Africans had high concentrations of melanin in their skin which served to screen out the harmful ultraviolet light from the sun. In the African brain, a melanin hormone is secreted which is the essence of what we now call soul.
The more melanin there is in the skin, the darker it is and the less it ages from sunlight exposure. Scientifically speaking, black skin is 100 percent more efficient in screening out harmful ultraviolet light than white skin.
It is because of a lack of melanin and the deterioration of the ozone that whites are now warned to avoid exposure to sunlight. It has also been shown that both herpes and the AIDS virus are activated by ultraviolet light.
Think about it; the sun is the life giver; but for people who lack melanin, the sun means death. This black, light-absorbing molecule called melanin is recognized as one of the primary keys of life. Melanin is what makes people human. Melanin connects people to the creative forces of the universe.
Melanin has been found in the oceans, the soil and our food, particularly bananas, eggplants and greens. Melanin is present in clouds and stars, and it has even been discovered on the outer surface of Haley's comet. Melanin has been found to be active in unearthed bones which were over a million years old.
As ever-present as melanin is, it still remains a mystery to scientists. It cannot be analyzed. lt cannot be broken apart. It cannot be fingerprinted.

Carroll, 34, said that as an Alabama native, she was not surprised. “This is Florida, and I’m from the Deep South,” she said. “You come to places like this, you can count the black people on your hand. They see us doing things they don’t think I should do.”
“I can’t change these people’s hearts and minds,” Carroll told Journal-isms. “No, it doesn’t feel good. But I know who I am. I’m a proud black woman. A lot of black people are upset. This should be a wake-up call to black people… . People were living in euphoria for a while. People think we’re gone further than we have.”
The Wake Up Call
Such a reaction is an intelligent reaction to racism. This reaction is not protesting, outrage, crying, begging, singing or violent. And those reactions cause stress, strokes and incarceration among other things and/or rarely solve problems.
It is intelligent to expect racism from white people (Republicans or Democrats) everyday. Racism is white supremacy. It is a a behavioral system for the survival of White people. Whites are overwhelmingly outnumbered on this planet which is 90% non-white (and steadily shrinking through assimilation with non-whites).
The one constant in this ever-changing world is the behavior of the White race in their relationships with Blacks.
Behavioral scientists generally agree that the outstanding characteristics of the psychopathic personality are the almost complete absence of ethical or moral development and an almost total disregard for appropriate patterns of behavior. This characteristic has led to a misunderstanding of the psychopath as someone who does not know the difference between right and wrong. This belief is not true; psychopaths simply ignore the concept of right and wrong. By ignoring this trait in the White race (the lack of ethical and moral development) Blacks have made and are still making a tragic mistake in basing the worldwide Black liberation movement on moral suasion. It is pathological for Blacks to keep attempting to use moral suasion on a people who have no morality where race is the variable.
Because of their lack of ethical or moral development there is no conflict between the Whites religion and racial oppression. The White race has historically oppressed, exploited, and killed Black people, all in the name of their God Jesus Christ and with the sanction of their churches. It is generally overlooked that the Ku Klux Klan is primarily a religious organization. Further, Blacks should never forget the image of the Pope blessing the Italian planes and pilots on their way to bombing Ethiopian men, women, and children who only had spears to defend themselves. This behavior is not surprising since Whites use the scriptures to justify their treatment of Blacks.
Pick a name, any name-negro, colored, black or African American. Call a people by any name and they are still the same people, right? Wrong!
The name that you respond to determines the degree of your self worth. Similarly the way a group of people collectively respond to a name can have devastating effects on their lives, particularly if they did not choose their name.
Asians come from Asia and have pride in the Asian race. Europeans come from Europe and have pride in European accomplishments. Negroes, I am to assume, come from Negroland-a mythical country with an uncertain past and an even more uncertain future. Since Negroland is a myth, where did the myth of the negro originate? The key to understanding what a negro is, is to understand the definition of that word and its origin.
The Portuguese were the first Europeans to enslave Africans, and they were the first to call them negroes. When the Spanish became involved in the slave trade, they also used the word negro to describe Africans. Negro is an adjective which means black in Portuguese and Spanish. But since 1444, and the beginning of the slave trade, the adjective negro became a noun and the legitimate name of a newly enslaved people.

Non-whites comprise 90 percent of the world population, and are collectively identified as minorities, said Welsing. She said if everyone in the world was placed in an eggbeater and sex were added, everyone would be non-white.
Welsing said black, brown, red, and yellow are dominant colors, and whites believe if they are to survive genetically they must retain power.
Welsing cited a recent Time magazine article reporting that by the year 2000, the majority in the United States will be people of color. "They presented this as if it's a problem, saying 'What are we going to do?"
PEOPLE IN power set the focus, Welsing said. "You must determine how you will behave. You must respect yourself for what you are and know the rules of the game."
