A Suffolk judge declared Laurence Adams ``presumed innocent'' yesterday after prosecutors dropped murder charges 30 years after he was ordered to die in the electric chair over the beating death of an MBTA worker. ``A bell has been unrung,'' Suffolk Superior Court Judge Christopher J.
