Police Investigate Beat Down of Unarmed, Handcuffed Latino Man

Minneapolis (WCCO) The Minneapolis police department is investigating a possible case of "excessive use of force" by one of its officers that t was caught on videotape. The I-TEAM has seen the tape. It shows Joel Matos Ramos, in handcuffs showing no signs of resistance. In the video, a Minneapolis police officer, Victor Mills shoves the man up against a squad car, and the suspect's head bounces off the car. About ten seconds later, with an open hand, the same officer hits the suspect square in the face, causing his head to snap back.  "I was disturbed and I was concerned about it," said Minneapolis Police Chief Bill McManus. "So concerned that we started an immediate investigation into it."  McManus said the incident happened almost two weeks ago. When he heard about the incident late last week, and heard the victim was Latino, he immediately consulted with leaders in the minority community. "This is blatant police brutality caught on film," said Reverend Ian Bethel, who chairs the Police Community Relations Council. [more ]
