Sir Nose has been hit with four liens in four years from the state of Maryland for unpaid taxes, records show.  State records show Orr has two outstanding liens on his $1 million home in Chevy Chase, Md., for $16,000 in unemployment taxes in 2010 and 2011. From [HERE] This automobile capital and onetime music-industry powerhouse could within days become the country’s largest-ever municipal bankruptcy case, people familiar with the matter said, as the city’s emergency manager accelerates his plan for restructuring nearly $20 billion of long-term liabilities.

In a letter accompanying the filing, Michigan's Governor Rick Snyder said he had approved a request from Detroit Emergency Manager Kevyn Orr to file for Chapter 9 bankruptcy protection saying "it is clear that the financial emergency in Detroit cannot be successfully addressed outside of such a filing, and it is the only reasonable alternative that is available."

Snyder, a Republican (White Party), handpicked Orr in March to tackle the city's spiraling long-term debt, which is estimated at $18.5 billion. That is, he replaced Detroit's elected black leaders (the Mayor and City Council).

The former manufacturing powerhouse has seen its population fall to 700,000 from a peak of 1.8 million people in 1950. The city's government has been beset by corruption cases over the years.
